Our team has served in legislative offices, executive agencies, and senior staff roles — providing us with a comprehensive understanding of government from the inside out.

Mark Dugan
President
Mark Dugan serves as President of Dugan Consulting Group, a full-service public affairs firm based in Kansas. With a diverse client list including Advantage Capital Partners, the Kansas Association of Community Mental Health Centers, and Kansas Club for Growth, among others, Dugan Consulting Group interacts with nearly every aspect of state government.
A native of Wichita, Dugan currently serves as the general consultant Congressman Tracey Mann (Kansas 1st Congressional District). In 2014, Dugan served as Campaign Manager for Governor Sam Brownback’s successful re-election campaign. Before leading the campaign, Dugan served concurrently as Chief of Staff to Lieutenant Governor Jeff Colyer and Assistant Secretary of Policy and External Affairs for the Kansas Department of Health and Environment. Dugan served on Governor Brownback’s transition team, the Governor’s senior staff, and was the lead staff person for the Brownback Administration’s successful Medicaid reform.
Prior to his service to the State of Kansas, Dugan worked alongside policy makers at the federal level, including several policy and political roles for former Congressman Todd Tiahrt.
Dugan received his Master of Public Administration degree from the Hugo Wall School of Urban and Public Affairs at Wichita State University in 2009 and earned NAIA All American honors in wrestling while attending Newman University in 2005.
Mark remains active in both politics and his community. He is a member of the Kansas Republican Party State Committee, serves at the Cabinet Level on the National Finance Committee for the Republican Governors Association, and was elected as a delegate to the 2016 and 2020 Republican National Convention. Dugan is a member of Knights of Columbus and is on the board of directors for the Brain Injury Association of Kansas and Greater Kansas City.
In addition to his role as President of Dugan Consulting Group, Mark is one of three partners in Strategic Advisors LLC, a firm that focuses on public affairs with Republican governors and Republican Attorneys General across the country. Mark is also one of two partners in For The Cause, a public affairs and marketing firm focused on strategic advocacy, grassroots mobilization, and targeted public relations campaigns.
Mark is married to Karissa and is the proud father of seven children.

Melissa Ficke
Director of Government Affairs
Melissa Ficke serves as Director of Government Affairs of Dugan Consulting Group in Lincoln, Nebraska.
Melissa has over 16 years of comprehensive state government and public policy experience. She began her professional career working as a committee clerk for the Nebraska Legislature’s Agriculture Committee, under former Nebraska State Sen. Phil Erdman. She then served as a legislative aide to Sen. Ken Schilz from 2008 to 2014.
From 2014 to 2021, Melissa served as a Senior Policy Advisor to Governor Pete Ricketts. In this role, she was responsible for briefing the Governor on numerous pieces of legislation and providing guidance and assistance to state agencies such as the Nebraska Department of Health and Human Services and the Nebraska Department of Labor. Melissa also worked with several stakeholders and state-wide organizations to ensure prioritized legislation made it across the finish line.
Melissa served as a Government Affairs and Public Policy Advisor with Catalyst Public Affairs from 2021-2023. In that role, she represented and advocated for an array of clients including a local governing body, a state agency, a school district, industries, professions, and private businesses.

Melissa is a University of Nebraska-Lincoln alum, graduating in 2004 with a degree in communications. She is married and a proud mom to two young children.

Steve Greene II
Director of Government Affairs
Steve Greene serves as Director of Government Affairs for Dugan Consulting Group in Topeka.
Steve Greene has been working in government administration and public affairs since 2015. Steve moved quickly from the Deputy Director of Legislative Services to the Director of Policy in less than a year at the Kansas Department for Children and Families. While there he successfully defeated legislation aimed at repealing welfare reform, helped organize the Kansas Child Welfare System, and lobbied successfully for the Adoption Protection Act.
From 2019-2020, Steve served as Deputy Director for Policy and Legislative Services for the Division of Children and Family Services in the Nebraska Department of Health and Human Services. In that role, Steve drafted numerous pieces of legislation aimed at keeping children safe and ensuring proper services are offered to vulnerable children and families. Steve has testified in over 20 hearings on a wide variety of topics, including successful presentation and approval of the Division for Children and Family Services annual $500 million dollar budget before the Nebraska Unicameral Appropriation Committee.
Steve has met with numerous members of state and congressional leadership including private meetings with Congressional Ways and Means Committee leadership, Senate Agriculture Committee legal counsel, and members of several senior level executive branch officials.

Steve is married to Grace and is the proud father of four children.

Andrew Wiens
Director of Government Relations
Andrew Wiens is the Director of Government Relations at Dugan Consulting Group in Wichita.
Born and raised in Topeka, Andrew has been pursuing public policy solutions to improve the lives of Kansans since 2011. Prior to starting at Dugan Consulting Group, he served as the Vice President of Government Relations at the Wichita Regional Chamber of Commerce since 2019. The Chamber’s advocacy wins for their 1,400+ business members during this time included local/state/federal funding for the North Junction Interchange, occupational licensing reciprocity legislation at the Statehouse, and defeat of a Wichita City Council proposal for an onerous licensing regime and new fee for small businesses.
Andrew served as Chief Policy Officer for Kansas Governor Jeff Colyer, M.D. in 2018 and Policy Director for then-Lieutenant Governor Colyer in 2017. He served a brief stint as Policy Director in the Office of Kansas Governor Sam Brownback at the beginning of 2018 as well. During his time working for Dr. Colyer, he developed and helped implement the My Reemployment Plan workforce program, an executive order to Ban the Box, and a broadband initiative to improve connectivity for Kansans.
Prior to that, Andrew worked at the Kansas Department for Children and Families as a Senior Advisor and, previously, the Director of Policy & Legislative Affairs since May 2014. He directed drafting and passage of the Kansas Hope, Opportunity, and Prosperity for Everyone (HOPE) Act, as well as HOPE 2.0, to codify work requirements for welfare recipients.
Andrew began his career as the Policy Analyst in Governor Brownback’s Office from 2011-2014, researching and reviewing legislation, working to start up Jobs for America’s Graduates in Kansas, and promoting the Governor’s Excel in Career & Technical Education (CTE) Act.
Andrew received his MBA from the Washburn University School of Business in Topeka. He was elected by his peers to be Student Body President for two years at Tabor College in Hillsboro while he completed his undergraduate education in Philosophy, History, Biblical/Religious Studies, and Business Management.
Andrew has been a member of the JAG-K Board of Directors since 2018 and served on the Economic Lifelines Executive Committee from 2020-2022. He currently serves on the leadership board at Ridgepoint Church in Wichita.
Andrew is married to Kelsey and is the proud father of four children.
